I agree. I work a lot between policymakers/funding agencies and cybersecurity researchers. If you understand the theory and the organisation, you can only easily explain what you are doing, why, or how it impacts the more prominent organisation. Of course, you can't do it if you can't, and that takes skills, but it is so easy to destroy what excellent skills build (or render what they build irrelevant in practice) if the overall conceptual knowledge is missing or unclear to those involved (tech and otherwise.)
